The Superior Prosecutor of Catalonia presents a complaint against President Carles Puigdemont and the members of the Executive Council for the call of the October 1 referendum. They will be investigated for disobedience, prevarication and embezzlement of public funds. This complaint is admitted the same day and it is accumulated to the open complaint against Meritxell Borràs and Francesc Esteve.

The Prosecutor’s Office files a new complaint for disobedience to the authority and prevarication against the President of the Parliament, Carme Forcadell, and the members of the Bureau of the Parliament Anna Simó, Ramona Barrufet, Joan Josep Nuet and Lluís Guinó. A complaint that was admitted in the TSJC and that was accumulated to the two cases related to the breach of the decisions of the Constitutional Court on the referendum. These procedures have been referred to the Supreme Court to unite them to the special case 20907/2017.

Investigation of 712 mayors of Catalonia
The General Prosecutor orders the 4 Prosecutor’s Offices of Catalonia (Girona, Tarragona, Lleida and Barcelona) to investigate 712 mayors for a crime of disobedience for having signed the decree supporting the referendum. Six days later the appearances begin, during which some of the mayors refuse to declare.

The arrest of fourteen senior officials and technical staff of the Government of the Generalitat of Catalonia, by order of the Court number 13 of Barcelona in relation to the so-called “Operation Anubis”, creates numerous concentrations in many localities of Catalonia. The most important one, in Barcelona, congregates around 40,000 demonstrators, who are concentrated in front of the headquarters of the Department of Economy. These arrests are ordered within a particular case followed against Senator of ERC, Santiago Vidal, for statements he made in relation to the steps that the Government of Catalonia was following for the preparation of the referendum.

Due to the concentration in Barcelona on September 20, the Prosecutor Office field a complaint (without police evidence) in front of the National Court against an indeterminate number of demonstrators and against the heads of private entities Òmnium Cultural (Jordi Cuixart) and Assemblea Nacional Catalana (Jordi Sànchez) for a possible crime of sedition.

Access to websites abroad is blocked by coercion of private Internet providers. The Civil Guard seize material for the referendum
The Civil Guard seize 2.5 million ballots and 4 million envelopes from a warehouse in Igualada. 100 ballot boxes are also located and thought they were to be used for the referendum, but turned out to be not for that use.

The Spanish Government deploys during 30 September, 1 and 2 October, a total of 6,000 police and civil guard in Catalonia for the referendum.

Referendum 1-O
Census: 5,313,564; 2,315 polling stations. Votes during the day: 2,286,217 (votes in closed polling stations: 770,000); Yes: 2,044,038 (90.18%); No: 177,547 (7.83%); Blank votes: 44,913 (1.98%).
Mossos d’Esquadra close 160 polling stations and there is no record of people injured in the framework of their actions. The National Police and the Civil Guard do around 115 interventions, with police charges in over 80 polling stations in Catalonia and the closure of 90 of those. As a consequence of their use of force (with use of rubber bullets and tear gas), 991 people were injured and assisted in health centers on 1 October and 75 during the following four days, according to the Catalan Health Service.
Legal proceedings are initiated for the investigation of charges in different Courts of Catalonia. However, Congress refuses to investigate the police action (with the votes of PP, PSOE and C’s), and the ongoing investigations in the Catalan Parliament are closed due to the subsequent application of article 155.
